原義(devote)は「心から誓う」。"be devoted to + 名詞"で、1.人が、ある活動に「専心する、専念する」、2.活動が、ある事(問題)に「専念する」という意味で使う。「時間、精力などのほとんどを注ぐ」ことを含意する。意味が近い類語の dedicate oneself to と違い、主語が「人」に限定されない。
